Marc Hengen has been ACA’s Managing Director since 2013. A lawyer by training and an insurer by profession, Marc joined the ACA Management Committee in 2010. Marc is also a member of the Haut Comité de la Place Financière, a member of the Executive Committee of the UEL (Union des Entreprises Luxembourgeoises) and a member of the Management Committee and Treasurer of Insurance Europe.
For those less familiar with ACA, could you briefly introduce the association and its main mission within the Luxembourg financial ecosystem?
ACA, the Luxembourg Insurance and Reinsurance Association, represents and promotes the interests of insurance and reinsurance companies established in Luxembourg. Our mission is to support the sustainable growth of the sector and a strong regulatory and business environment. We actively engage with policymakers, regulators, and stakeholders to contribute to a stable and competitive financial center. With over 140 members, we cover life, non-life, and reinsurance activities, serving both local and international markets. Ultimately, we aim to position Luxembourg as a trusted hub for insurance expertise in Europe and beyond.
In what ways does ACA contribute to promoting the Luxembourg insurance and reinsurance sector at the European and international level?
ACA promotes the Luxembourg insurance and reinsurance sector abroad through active participation in European industry bodies such as Insurance Europe and GFIA (Global Federation of Insurance Associations). We work closely with regulators, policymakers, and international stakeholders to ensure Luxembourg’s voice is heard on key legislative and regulatory developments. In addition, we organize conferences and high-level events in major financial centers to showcase Luxembourg’s unique expertise. ACA also develops publications to highlight the strengths of our market, including cross-border life insurance, non life and reinsurance. Altogether, these actions reinforce Luxembourg’s reputation as a trusted and internationally connected insurance hub.
This September, ACA is organising the event “Luxemburgo – Madrid: Oportunidades transfronterizas en seguros patrimoniales“. What are the objectives of this event?
The main objective of this event is to strengthen the dialogue between Luxembourg and Spain on cross-border wealth insurance solutions. We aim to showcase Luxembourg’s expertise in life insurance as a sophisticated tool for wealth planning and asset protection. The event will provide Spanish private bankers, wealth managers, and legal experts with insights into the regulatory, tax, and estate-planning advantages of Luxembourg solutions. It will also highlight Luxembourg’s robust legal framework. Ultimately, our goal is to foster collaboration and create new business opportunities between the two financial centers.

The roundtable you are hosting will bring together members of our Chamber. What key themes or messages do you hope to highlight during this exchange between Luxembourg and Spain?
At the roundtable, we aim to highlight how Luxembourg’s unit-linked life insurance solutions can offer significant advantages to Spanish tax residents, particularly in the context of wealth and succession planning. We will emphasize the legal certainty provided by Luxembourg’s regulatory framework, the flexibility in asset management, and the ability to tailor solutions to individual client needs. Beyond the technical aspects, we hope to foster open dialogue between professionals from both countries, encouraging the exchange of ideas, best practices, and opportunities for collaboration.
How do you see the relationship between the Luxembourg and Spanish financial sectors evolving, especially in the context of digitalisation, sustainability, and cross-border collaboration?
The relationship between Luxembourg and Spain’s financial sectors is evolving towards deeper integration, driven by three key forces: digitalisation, which enables more agile and personalized financial solutions; sustainability, which is reshaping investment strategies and client expectations; and cross-border collaboration, which is essential for serving internationally minded clients. Luxembourg, as a leading European financial hub, brings strong expertise in regulatory innovation and cross-border investment solutions, while Spain offers a dynamic market that is increasingly open to these developments.
